The Earl of Perth and Minister of State for Colonial Affairs (1957-62) Mr. J.D. Drummond arrives at Entebbe on 11th April 1959 during his tour of Uganda and Kenya

Mr. John David Drummond, 8th Earl of Perth, Privy Councillor (PC) 1957,and Minister of State for Colonial Affairs (1957-62) toured Uganda and Kenya in 1959, arriving at Entebbe Airport on 11th April 1959 and later on visiting Makerere College.

As Minister of State for Colonial Affairs, he was on a mission to monitor the use of Colonial Development and Welfare funds and their value as a spur and help to local initiative. He visited the Makerere College Library and appreciated the architecture of the buildings and the role that the college played in serving the East African territories.

"and it is one of a series of universities throughout the Colonial Territories of which we may all be justly proud and which, in large part, have been made possible by the Colonial Development and Welfare grants." [1] He is quoted saying by the British Hansard of April 1959.
