When the most recent HIV prevalence study; following the Modes of Transmission Report 2009 was released, it was established that the rate had indeed risen to 7.2% from 6.7% in 2011. Makerere University, Uganda’s premier University, as part of celbrations to mark 90 years of her existence organised a public dialogue, aimed at deliberating on whether Uganda is implementing the right strategies, targeting the right people and deploying resources in the right places.
The School of Public Health, College of Health Sciences (CHS), Makerere University, in partnership with the US Centres for Disease Control and Prevention (CDC), on 23rd August 2012 held a public debate on ‘HIV Prevention in Uganda: Are We Moving in the Right Direction?’. The public debate held at the Imperials Royale Hotel attracted close to 1,000 people from different walks of life.
The panellists were nationally and internationally eminent researchers, implementers and activists in the field of HIV/AIDS in Uganda. On the proponents’ bench was Associate Professor Fred Wabwire- Mangen, Director for Regional Centre for Quality of Health Care at the College of Health Sciences (CHS) and Dr. Stella Alamo-Talisuna, Executive Director, Reach-Out Mbuya. The opponents’ bench was occupied by Dr. Alex Coutinho, Executive Director of the Infectious Diseases Institute (IDI) at the College of Health Sciences and Ms. Milly Katana, a long-time HIV activist of national and international repute.
